Biography

Emma Maguire is a PhD Researcher and recipient of the WIT President’s PhD Scholarship. She is a member of the AIB Centre for Finance and Business Research, working within the Governance and Corporate Responsibility Theme of the Centre under the supervision of Dr. Ray Griffin and Dr. Collette Kirwan. Emma’s research is titled ‘Accountability and Governance in Community, Voluntary and Charity (CVC) Organisations’, and it explores the formation and the effects of the Charities Act 2009 and the establishment of the Charities Regulatory Authority (CRA) on the CVC sector.

 

Emma Maguire is a graduate of University College Cork having completed a Masters in Voluntary and Community Sector Management. She has worked as a Community Development Worker for 20 years, managing community-led initiatives with members of the Traveller Community and other communities experiencing disadvantage.

Emma has delivered community education (Further Education) modules on a number of programmes, including:

  • Living in a Diverse Society QQI Level 3
  • Communications QQI Levels 3 & 4
  • Group Work and Facilitation QQI Levels 3 & 4
  • Personal Effectiveness QQI Levels 3 & 4

Emma’s research - ‘Governance and Accountability in the Community, Voluntary and Charity (CVC) Organisations’ - explores the performativity (or effects) of the laws that constitute, organise, regulate, and construct the mission and activities of CVC organisations.

The study draws on actor-network-theory (ANT) to trace the performativity of requirements, and practices that emerge from Irish laws (primarily charity regulation). The study seeks to understand ‘the social life’ (after Latour, 2004) of the Charities Act (2009); why the Act came about, what shape it took on, and how it has become animated in organisational practices.

Emma has worked in the Community Development sector since 1997, managing community-led health promotion, community education, equality, and anti-poverty initiatives, including:

  • WTCDP, Primary Health Care Project Co-ordinator
  • University College Dublin (UCD) and Pavee Point Traveller and Roma Centre, All-Ireland Traveller Health Study Field Research Co-ordinator for Waterford City and County
  • WTCDP, Jett (Jobs, Education and Training for Travellers) Programme Co-ordinator
  • Waterford Women’s Community Network (WWCN), Follain Project Co-ordinator
  • WWCN, Development Worker

These positions included tutoring community education groups in a variety of QQI modules across a range of programmes, including: Communications, Living in a Diverse Society, Community Development, Group Work and Facilitation, Food and Nutrition, Personal Effectiveness and Work Orientation.

Additionally, Emma is a qualified Yoga Instructor and Smoking Cessation Facilitator.

For her Masters dissertation Emma worked with Waterford Community Health Network, researching social prescribing practice in Waterford City.  Social prescribing is a practice which explicitly builds and uses links between the medical sector and the community and voluntary sector, to enable health care practitioners to refer patients whose health issues are exacerbated by psycho-social factors into appropriate supports in the community, as a form of holistic health care practice.
